I FINALLY got SSO to work with OID. I was getting an error message that the OID could not be contacted through SSO. I could verify that the OID was running, I could get to the SSO UI, but when I went to add users or update my profile, I would get the error.
After some research, I decided to try and secure the OMS from emctl on the application server. I then regesitered the Portal server with the app server securely via emctl. I do not know if this step helped or if it was necessary, but my plan worked. I signed into the portal and was able to create users, assign permissions, and add group policies.

Installation was smooth, as stated below. I can connect to the Portal Builder using the Portal account - NO PROBLEM. But I keep getting an error message when trying to create portal users. Right now I am researching these errors, but if you have any insight on any platform, pplease let me know. The error I recieve says the portal can't connect to the Directory Server. I have set up the OID, I do not want to sync to my AD yet, but I know it is running.....anyway, thats where I'm at.

OK, I have some interest in enterprise portals. Portals allow companies to collaborate with others, manage documents, search knowledge bases, can provide single sign on (but I use AD in windows - shocking I know).
Anyway, I decided to take a look at Oracle Fusion, specifically the Portals and Wireless server. I am currently installing/configuring a test server to run the 10g AS which is required to run a portal.......will update after AS install......

I am an Oracle 9i and 10g DBA as well as a Windows Systems Administrator. I realize that I am rare breed, some would argue a myth, a legend, only rumored to exist...
I currently run 6 Oracle Databases - 2 'Data Wharehouse' type structures, 2 production databases powering web reporting and applications and 2 development databases. ALL databases are running on Windows 2003 Servers, efficiently, effectively, and cheaper than UNIX.
