I FINALLY got SSO to work with OID. I was getting an error message that the OID could not be contacted through SSO. I could verify that the OID was running, I could get to the SSO UI, but when I went to add users or update my profile, I would get the error.

After some research, I decided to try and secure the OMS from emctl on the application server. I then regesitered the Portal server with the app server securely via emctl. I do not know if this step helped or if it was necessary, but my plan worked. I signed into the portal and was able to create users, assign permissions, and add group policies.
